predicted. maybe it was 102. we'll have to double-check. that is pretty close. humidity is up, 67%. let's talk about improving conditions. our area of high pressure that has been causing all of the heat around here this week is being squeezed to the east and squeezed to the west. the bottom line is it will break down. the pattern will break down here. a weak area of low pressure there off the coast bringing maybe a couple of light sprinkles to the lower eastern show and some clouds. our temperatures today with a few more clouds and the possibility of an afternoon authority won't reach the peaks they did yesterday. i mentioned we had record highs yesterday. today, only mid-90s. more typical of this time of year with partly sunny skies. so there is your slight chance for an afternoon thunderstorm. we are still under a code orange air quality alert and we are still under a heat advisory here in the city. but most of the area is no longer under a heat advisory so that is good news. we have more rain in the forecast. i'll have that coming up in a minute. >> we need it. thank you. let's go out to the roads

now. julie wright has a look at on- time traffic. good morning. >> good morning to you. we are starting off on a good note. no accidents to report. since about 2:00 this morning, that big tbreesy mess we had to clean up yesterday along u street has been cleaned up. roads are back to normal. feel tree to travel as you commute between 16th and ninth street. -- that big greasy mess we had to clean up yesterday along u street has been cleaned up. coming across the american legion bridge, no accidents to reported. traffic smooth sailing from montgomery county down into fairfax and vice versa. that's a check of your fox 5 on-time traffic. thousands of people in our area are in the dark this morning. >> pepco crews are working to restore power to customers in maryland and the district. audrey barnes joins us now. she is live in northwest in a neighborhood where the lights are out at this hour. good morning. >> reporter: the lights are out and it could be a very hot and

sticky morning for about 5,000 pepco customers in d.c., montgomery and prince george's county because of an overnight outage. take a look at what is going on here at the scene. this is in the 5700 block of western avenue just off the chevy chase circle. a primary cable here went out overnight and crews are now on the scene making those repairs. now, most of the pepco customers affected by this are in the district. about 3273 people without electricity in d.c. this morning. 1762 in meg county are also affected and 4 # 4 -- and 4 # customers in prince george's county will find themselves

without air conditioning as well. -- 1762 in montgomery county are also affected. at this hour, we are still waiting to get word from pepco on when they expect these customers to be back online. i did talk to one. the repairmen out here working on this primary cable and he told me he expects to be here for some time. back to you. >> thank you. mandatory water restrictions are back in place in montgomery county. this time for residents in the town of rockville. they are being told to cut back their water consumption because of a broken water main in potomac at the intersection of south glen road and deep glen drive. crews from the city of rockville department are working to repair the pipe. this is the second water main problem in potomac within a week. this time, wssc customers are not affected. two people are missing this morning. they were on a duck boat on the delaware river in philadelphia yesterday when a barge slammed into it.

all on board were sloan -- thrown into the water. reget the late from laura evans. >> reporter: a hot day in philly. tourists taking in the sights from a duck boat when tragedy strikes. >> the big tugboat, the big barge came over and it was going in a straight path. i don't know if it didn't see them or what happened but it kept going and we saw people like jumping off. >> we saw several life preservers, option life preservers floating in the water. very scary. >> reporter: thirty-seven people on the duck boat thrown into the delaware river near penn's landing gentleman everybody was floating in their life vests and everybody was kind of drifting as a group. a few people were paddling towards shore. this is a very serious situation. we're going to do everything we can to get to the bottom of it. >> reporter: philly police say it all started around 2:30. the boat had problems right after entering the water. >> while it was in the water,

it did have some mechanical difficulty. the boat did shut down after a fair on board. >> the duck boat quickly capsized and then sank. investigators closed off the area near the accident so rescue crews could get to work. >> a massive search recovered 35 people and two still remain missing. >> laura evans, fox 5 news. as many as nine people had minor injuries. the ntsb is looking into the accident. new this morning, parts of a d.c. neighborhood are cordoned off right now as police investigate a shooting between an officer and a suspect. this is happening around 61st street and eastern avenue northeast. the exchange of gunfire happened around midnight. no word yet on why police were after the suspect. it is also unclear whether they have him in custody or whether he is still on the loose. police say they did recover a weapon there at the scene. a theft ring is targeting landscaping businesses in fairfax county. police believe they've already made off with half a million

dollars in equipment. there are 75 reported equipment thefts around franconia since february. the thieves got chain saws, trim he's, leaf blowers like the ones you are seeing. one business owner claims to have lost $30,000 in equipment. montgomery county police identified a suspect as 0-year- old samuel falk of germantown. police say he hit two pnc banks within one hour. after that, a high high pressure speed chase through corn fields. an officer says he fired several shots as the suspect was driving towards them. tragedy is in water off of washington state. a coast guard helicopter crashes with four people on board but only one made it out alive. we'll let you know what happened coming up next. t. plus, she was held captive for 18 years, forced to have two children by her captor but

u.s. coast guard chopper members were killed in a helicopter crash that went down just off james island near la push, washington which is about 100 miles west of seattle. a fourth person on board did survive and is expected to make a full recovery. the crew was heading from oregon back to their base in alaska. it appears the chopper flew low and got tangled up in some power lines. say person of interest in the abduction of a 4-year-old in missouri is in the hospital this morning. police say the unidentified man shot himself when officers went to his home to question him. so far, no word on his condition. man's home is about halfway between where that young girl that you are looking at was taken from her front yard monday night in a st. louis suburb where she was found late tuesday. there are new details in the abduction of jaycee dugard, that girl held captive in california for 1 years by a paroled rapist who fathered two of her children. a report prepared by the state attorney general's office says parole agents had spoken to dugard and one of her daughters years ago but failed to follow

up on the case which might have led to their rescue. philip guarido has pleaded not guilty to kidnapping and raping dugard who was only 11 years old when she disappeared. the now 30-year-old dugard resurfaced last august. a marine from arlington has been charged with rape. >> why police in illinois believe he is linked to a double murder in the chicago area. lots of heat and humidity still across the area. temperatures right now in the 80s in town. i'll have all the details on a slightly cooler day. julie wright has a look at your on-time traffic coming up right after the break.

tuck says it won't be as hot as it was yesterday. hurricane alex continues to does awe big mess for folks in mexico. water levels in the rio grande rising drastically as rain continues to fall. about 40 families in nuevo laredo were forced to evacuate their home. the water levels reportedly climbed to 22 feet high even reaping windows and some houses. in all, an estimated 18,000 people have been evacuated along the border and more than 1500 homes have been destroyed. terrible to report that. >> did i hear that we have another tropical system that is sort of brewing out there. >> a brand-new tropical depression number two and it is sort of following the same path as alex. alex dissipated long ago the rain associated with it is still causing the flooding problems. >> this is along the texas coast. >> it is right along the texas coast so it won't have time to develop. that doesn't mean it won't bring heavy rain to the area.

and it will bring rain. >> that is not good for people there. >> no, but we could use the rain here in washington. let's get back to yesterday. records falling left and right. not often we talk about triple digit temperatures. up and down the earn seaboard but here we go again. 104 in rich plond. 10 # in washington. beat our record of 9 #. baltimore, a relatively cool 101. remember, it was 105 the day before in baltimore. even new york city, 100 degrees. you get the idea here. it will be cooler here. i promise temperatures will top out only in the mid-90s. heat advisory, i know what you're thinking. i don't see anything. underneath the star here, we've got a heat advisory for washington, d.c. so that is the district and city of baltimore until 9:00 tonight. the thinking is in the urbanized corridor here with all the concrete, our heat index with a lot of humidity around here will be pushing about 100 to 105 so that is why we have the heat index for the

city for the remainder of the day. 82degrees at reagan national. we are just not cooling off here overnight. 77 in gaithersburg. 73 in manassas. fredericksburg, 80 for you. leonardtown, 73. in an annapolis, 79. our afternoon highs will be cooler than yesterday. only mid-90s. a typical summer, that would be a hot day. this year, mid-90s not so bad. couple of interesting climate features to point out to you. here off to the east, we have an area of low pressure that has been spinning but you see some cloud cover and even maybe a sprinkle or light shower being pushed back to the lower eastern shore. that is putting the squeeze on our area of high pressure. that is being pushed out to the west just a little bit. and that is going to help a few thunderstorms develop a little later today and hold our temperatures down with a little more cloud cover out there. so slightly more comfortable today. 94 for an afternoon high. still a code orange air quality with partial sunshine. a mentioned heat advisory into the city. the forecast gets a little better from here.

tomorrow, more clouds, highs only in the low 90s. decent chance for some showers and thunderstorms friday night into saturday morning as the cold front approaches. our highs on saturday with a lot of clouds only in the upper 80s and then sunday and monday, typical washington weather for the month of july. that is it for weather. let's get to on-time traffic and julie wright. >> no accidents to report for those traveling south on 95 and 295 out of laurel. the pace is still good as you travel out of dale city headed in towards newington. no problems to report as you leave newington. 395 continues to roll with ease between the beltway and the 14th street bridge. top side of the beltway outer loop, no problems reported along this stretch. you are at speed as you continue from college park head over towards 270. that's a check of your fox 5 on-time traffic. a marine from arlington charged with raping a woman now may be linked to a double murder in the chicago area. >> a law enforcement source in illinois says dna from the

murder matched the man in virginia. wisdom martin has the story. >> reporter: jerry hobbs was arrested in may 2005 for the stabbing death his 8-year-old daughter laura hobbs and her 9- year-old friend crystal tobias. both girls were found stabbed to death and laying side by side. he said he repeateddedly stabbed both girls after his daughter refused to come home. his attorney says the confession was coerced. hobbs' lawyer says another man's dna matched what was found on laura hobbs' body. that man is 21-year-old jorge torres, a marine arrested in late february in arlington, virginia. his sister says investigators questioned the family last week and useed a warrant to search their home. that is about a block from the victim's home. >> they said there was evidence linking him for a crime that had happened five years ago. they told us it was involving the two murders of the little girls. torres is charged in the attack of three women in arlington county including one that was raped and left badly

injured in prince william county. torres who was a friend of the brother of crystal tobias has not been charged in connection with the two girls' murders. >> we are with him through all of this and we do not believe he is guilty. >> that was fox 5's wisdom martin reporting. it will be up to prosecutors to ask the judge to drop the charges against hobbs who is scheduled to be back in court for a status hearing in two weeks. his trial is scheduled to begin in the fall. president obama heads today midwest later today to once again talk up the economy. he is expected to give some remarks at a plant in kansas city, missouri. it has received a # 2 million recovery act grant to build all electric trucks. company claims to be the world's largest manufacturer of electric vehicles. president barack obama's until department awards two billion dollars to a pair of solar energy companies. they will create about 1600 new jobs but solar energy isn't the only hot new technology being used in a creative way. fox's mike tobin takes a look

at another form of alternative energy that you probably never heard of until now. >> this steel mill in northwest indiana has tapped into its own source of electricity and is now generating and gobbling up megawatts with arguably no carbon footprint. >> what they've done at this point produces about twice as much clean energy as all of the solar collectors that have been unstalled in the united states since the dawn of the society arrest energy. >> reporter: a company called primary energy mounted boilers on top of the ovens at different stages of the steel making process. the heat boils water and steam turns the turbines which yen rates electricity. the different is heat was cap poured from the production of something else. steel plant is now producing enough power to save $100 million a year on its electric bill. as renewable or green energies gain momentum, this recycled or gray energy has not received as

much attention in no small part because it still involves big ugly factories and smokestacks. it is not environmentally sectiony. windmills and solar pan ems photograph well an enjoy new investment from the federal government. advocates of recycled energy say government regulations discourage private investment in their technology. >> there has been a lot of advances in wind and solarrened i think that the recycled energy approach is probably something that has been passed over. >> looking at factories across the nation, the chairman of recycled energy estimates that $400 billion to # hundred billion worth of energy is untapped and disappearing into thin air. >> all we have to do is wake up and go get it. >> reporter: in east chicago, indiana, mike tobin, fox news. one of osama bin laden's close associates enters a plea on conspiracy charges. >> the plea he entered and the new information he is now providing to the united states government. we are back in a moment. hnhnnno

a live look over northwest. a little hit bit hazy today. wite have improving weather conditions. let's look at some of our stories we're following. a guilty plea from a man close to osama bin laden. he pleaded guilty to respond

yirsy and providing material support to bin laden. court documents show he met bin laden in suzanne in 1991 and followed him to a training camp. -- he pleaded guilty to conspiracy. >> he represents the first detainee to plead guilty under the new military commissions act of 2009. it's brand-new law and this shows that we've got a detainee willing to take responsibility for criminal acts committed on the battlefield. >> he will be sentenced in august. there is a cap on the amount of time that he can get. a lead prosecutor on the island is hopeful this guilty plea will lead to others in the future. still much more ahead on fox 5 morning news. a lot of people are waking up with no power this morning. audrey? >> reporter: thousands of people in montgomery, prince george's and d.c. are affected by a new overnight power outage. i'm audrey barnes. i'll have a live report coming up.

this heat? >> a little bit. it won't be comfortable out there. >> but you can breathe a little better. >> the humidity will be worse today. we'll trade. it won't be perfect but it will be better than yesterday. temperatures not comfortable at this hour. temperatures right now in the 1r0 in washington. 82degrees. that is not a good way to start the morning. 80 in baltimore. 80 down in fredericksburg. 72 in winchester. it is a little better. owe someone city has some clouds. 76 across the lower eastern shore. maybe a sprinkle down across the lower eastern shore as well as we are watching this area of low pressure kind of spin there off of the carolina coast. see it there. a few clouds off it our east. our area of high pressure that has been responsible for the brutal weather around here is kind of falling apart. it is being pushed to the west. it is being squeezeed a little bit. bottom line being a few more clouds in the forecast today. slightly cooler weather and the possibility that we could see a scattered afternoon thunderstorm return later today. so that would be a bright spot

neighborhood in northwest washington and that is where we find fox 5's audrey barnes today. good morning. >> and before we get to this outage, let's talk quickly about an update about northeast d.c. the one at 12th and #th street. pepco has been working to get those people back online since monday night. pepco says that two cables in the 5700 block of western avenue failed overnight and pepco crews have been working to get everyone back online ever since. at height of this new outage here in northwest washington, more than 8,000 customers were in the dark. here is the numbers that we have right now. the latest numbers from pepco. 5,000 people are still out this morning. 3273 of them are in the district. 1725 customers in montgomery county do not have electricity this morning and 43 customers in prim county are in the dark.

now, as pepco crews tell me, they have actually fixed one of these cables and that puts some 1300 people back onliefnl those crews have moved onto other project. they still have a primary line here in the 5700 block of western avenue which is just off chevy chase circle to fix. right now, there is no time frame and there is no schedule on whether the people will be back online. we're told that pepco just put out a warning to people yesterday to try to voluntarily conserve electricity because of the high demand. now, this primary cable has gone down. so we believe it may have something to do with that. we are checking with pepco for the latest on that. back to you in the studio. >> thank you. mandatory water restrictions are back in place some montgomery county, this time for residents in rockville. those residents are being told to cut back their water consumption because of a broken water main that broke in potomac. youisn't water spewing into the air. this is the second water main

problem in potomac in the past week. wssc customers are not affected. caught on cam remark the chilling video fairfax county police hope will solve a murder mystery. surveillance tape shows vanessa pham in her car just minute before she was killed. her murder staged to look like an accident. karen gray houston has more. >> reporter: the fairfax plaza shopping center. this is where vanessa's 2008 white scion was spotted by surveillance cameras. they are all over the mall. >> you see it driving around a bit. >> several different cameras picked up her car the afternoon of june 27th but never show her parked. media reports indicated pham got out of the car at some point and went into this nail salon. no one inside had a comment for us. it is unclear if she might have visited any of the restaurants in the mall but police believe she was only at the shopping center for 24 minutes.

>> that is her headed toward the exit. this is gallows road in front of you. >> reporter: tom scottheart with fairfax county police walked us through the video. he says she sat at the exit to the parking lot in her car for about 40 seconds. >> there seems to be several opportunities for her to make her right turn but she sits there. why in we don't know. is she on the phone. is somebody already in the car distracting her. or pay close attention to this, the red pickup truck with the cab on the back turning left into the parking lot from gallows road. whoever was driving that truck had a perfect view into her car. police want to talk to that driver and to the motorist who was trying the car stopped behind her. >> detectives tell me the car exited the parking lot at 3:24 on sunday, june 7th. we responded to the crash where we ultimately found her at 3:34. >> it is a poz follow

detectives who say he don't know if the suspect got into the car in the parking lot or whether somebody forced their way into the vehicle. police say this is a true who done it. they concede that stabbings are often crimes of passion committed by someone would knows the victim. they say in in case, most of what they are calling the known entities have been eliminate which make them think the killer may have been a stranger. i'm karin gray houston in the fox 5 newsroom. >> the funeral was held yesterday. friends an family gathered for the service. beauty, style and grace, all things a runway model

welcome back. a live look over northwest washington right now an we are in for another hot one today. a solar powered plane has remained in the air if a record 4 hours. the experimental aircraft left an airfield in switzerland yesterday, flew over the ural mountains to the west of the

at bwi marshall. let's get rid of this heat wave. and i think today the trend will be a little less heat. mix in the humidity along with temperatures in the mid-90s. it will feel more like 100 plus in the bug city. so that is a look at the heat advisory until 9:00 tonight. the rest of the overwon't be terribly comfortable although conditions will be a little better than yesterday. hour highs will be minister mid- 90s today. currently, 8 # in downtown washington. lots of 70s on the map. 77 in gaithersburg. 75 for you this morning in frederick. fredericksburg, 78. annapolis at 79. out? stevensville being we are 79. temperatures awele better than yesterday awful few more clouds in the forecast. that should shape hold these temperatures down a little bit.
